MOTION: Councillor M. Johansson

In Chapter 7 Sustainable movement to ad to SM2 Objective 6: To promote the use of off-road cycle lanes as far as possible.

REPORT:

The proposed motion seeks to include additional wording within SM2 Objective 6 ‘to promote the use of off-road cycle lanes as far as possible’.

The amended objective would read as follows:

‘To ensure that facilities for pedestrians and cyclists are designed in accordance with the principles, approaches and standards contained in the National Cycle Manual or any updated guidance and to promote the use of off-road cycle lanes as far as possible, subject to any design having regard to environmental sensitivities.’

While the Cycle South Dublin programme seeks to promote off-road cycle infrastructure, this is often not possible due to physical and environmental constraints.  However, where this is feasible, e.g. along the Canal, it is provided for.

It is considered that a more appropriate wording would be as follows ‘and to promote off-road cycle infrastructure where feasible’ so that the objective reads as follows:

‘To ensure that facilities for pedestrians and cyclists are designed in accordance with the principles, approaches and standards contained in the National Cycle Manual or any updated guidance and to promote off-road cycle infrastructure where feasible, subject to any design having regard to environmental sensitivities.’

Recommendation

It is recommended that the motion is adopted with amendments, to revise SM2 Objective 6 to read as follows:

‘To ensure that facilities for pedestrians and cyclists are designed in accordance with the principles, approaches and standards contained in the National Cycle Manual or any updated guidance and to promote off-road cycle infrastructure where feasible, subject to any design having regard to environmental sensitivities.’
