MOTION: Councillor G. O'Connell, Councillor P. Gogarty, Councillor L. O'Toole
In Table 7.6 Medium to Long Term Road Objectives, amend Western Dublin Orbital to Read: New road from N81 to the Link between the N81, N7 and the N4 with a Route Leixlip Interchange by-pass function around Rathcoole and Saggart. The need for this route, further connections and possible alternative routes will be determined through the review of the NTAs GDA Strategy and in consultation with TII and relevant local authorities. In any such route a primary objective of South Dublin County Council shall be to protect the scenic Liffey Valley parklands and amenities at Lucan Demesne and St Catherine's Park and no proposals to continue a road over these lands will be considered.
REPORT:
The motion seeks to amend the objective set out in Table 7.6 Medium to Long Term Road Objectives: as follows:
‘Link between the N81, N7 and the N4 with a by-pass function around Rathcoole and Saggart.
New road from N81 to the Link between the N81, N7 and the N4 with a Route Leixlip Interchange by-pass function around Rathcoole and Saggart.
The need for this route, further connections and possible alternative routes will be determined through the review of the NTA’s GDA Strategy and in consultation with TII and relevant local authorities. In any such route a primary objective of South Dublin County Council shall be to protect the scenic Liffey Valley parklands and amenities at Lucan Demesne and St Catherine’s Park and to examine all possible engineering options for a future route to minimise the impact on the environment, landscape and amenities and no proposals to continue a road over these lands will be considered.’
It is considered that the Western Dublin Orbital Route and other potential strategic road projects are matters for the NTA GDA Transport Strategy. The Strategy is currently under review and SDCC is fully engaging with this process. As such, the current wording of the objective is considered adequate, with the addition of a reference to Lucan Village as recommended in the response to Motion 71436, so that the objective reads:
‘The need for this route, further connections and possible alternative routes will be determined through the review of the NTA’s GDA Strategy and in consultation with TII and relevant local authorities. In any such route a primary objective of South Dublin County Council shall be to protect the scenic Liffey Valley parklands, and amenities at Lucan Demesne and St Catherine’s Park, and Lucan Village, and to examine all possible engineering options for a future route to minimise the impact on the environment, landscape and amenities.’

It is recommended that the motion is not adopted
