MOTION NO.

MOTION: Councillor B. Lawlor, Councillor David McManus, Councillor Baby Pereppadan

• That the Draft Development Plan be amended to provide for a LUAS through Firhouse to provide greater access to the Dublin Mountains

REPORT:

The motion seeks that the Development Plan provide for a LUAS through Firhouse to provide greater access to the Dublin Mountains.

 SM3 Objective 7 addresses this issue and states:

‘To support and encourage the NTA in investigating high-capacity public transport solutions for Dublin south-west, serving areas including Kimmage, Terenure, Rathfarnham, Knocklyon, Firhouse, Ballycullen/Oldcourt and South Tallaght’.

 There is no proposal in the current ‘Transport Strategy for the Greater Dublin Area’ 2016 – 2035 for Luas to serve this area.  However, the NTA is currently carrying out a review of the Transport Strategy which is expected to be completed by the end of this year.  

 The Council will continue to engage with the NTA, in the context of this review, regarding public transport options for Dublin south-west including the feasibility of Metro and/or Luas to serve the area. 

 As per the recommendation in relation to motion 71303, it is considered that SM3 Objective 7 should be amended, as follows:

 ‘To support and encourage the NTA in investigating high-capacity public transport solutions for Dublin south-west, including examining the feasibility of Metro and/or Luas, serving areas including Kimmage, Terenure, Rathfarnham, Knocklyon, Firhouse, Ballycullen/Oldcourt and South Tallaght’.

 A new paragraph should also be inserted within section 7.6.2 ‘Rail’ as follows:

‘The Council will continue to engage with the NTA, in the context of the review of the GDA Transport Strategy, regarding public transport options for Dublin south-west including the feasibility of Metro and/or Luas to serve the area’. 

Recommendation

It is recommended that the motion is adopted with amendments to revise SM3 Objective 7 so that it states:

 ‘To support and encourage the NTA in investigating high-capacity public transport solutions for Dublin south-west, including examining the feasibility of Metro and/or Luas, serving areas including Kimmage, Terenure, Rathfarnham, Knocklyon, Firhouse, Ballycullen/Oldcourt and South Tallaght’ 

 and to insert a new paragraph within 7.6.2 ‘Rail’ as follows:

 ‘The Council will continue to engage with the NTA, in the context of the review of the GDA Transport Strategy, regarding public transport options for Dublin south-west including the feasibility of Metro and/or Luas to serve the area’.
