MOTION: Councillor Shane Moynihan

To amend the development plan - Chapter 7, SM6 Obj 7: to include 'and to develop plans, following community consultation, to install road features to disincentivise movement of HGVs In particular zones'

REPORT:

Policy SM6 Objective 7 states:

‘To carry out a review of Heavy Goods Vehicles (HGV) restrictions in the County and consult with An Garda Síochána in relation to the implementation of restrictions on the movement of HGVs within residential areas and around schools.’

The motion seeks to add the wording: ‘and to develop plans, following community consultation, to install road features to disincentivise movement of HGVs in particular zones' so that the objective would read as follows:

‘To carry out a review of Heavy Goods Vehicles (HGV) restrictions in the County and consult with An Garda Síochána in relation to the implementation of restrictions on the movement of HGVs within residential areas and around schools and to develop plans, following community consultation, to install road features to disincentivise movement of HGVs in particular zones'.

An HGV strategy will be conducted to identify roads that these vehicles should be using.

However, provision for deliveries will always be required and therefore, a full ban would be counterproductive.

It is considered that the wording ‘and where particular issues are identified, to implement appropriate control measures in consultation with the relevant stakeholders’ would be more appropriate than the wording proposed by the motion. The revised objective would therefore read as follows:

‘To carry out a review of Heavy Goods Vehicles (HGV) restrictions in the County and consult with An Garda Síochána in relation to the implementation of restrictions on the movement of HGVs within residential areas and around schools and where particular issues are identified, to implement appropriate control measures in consultation with the relevant stakeholders’.

Recommendation: It is recommended that the motion be adopted with amendment to reflect the intent of the motion.   Amend Policy SM6 Objective 7 to read as follows:

‘To carry out a review of Heavy Goods Vehicles (HGV) restrictions in the County and consult with An Garda Síochána in relation to the implementation of restrictions on the movement of HGVs within residential areas and around schools and where particular issues are identified, to implement appropriate control measures in consultation with the relevant stakeholders’.
