DRAFT DEVELOPMENT PLAN 2022 - 2028 Friday, 28 May 2021 MOTION NO. MOTION: Councillor D Richardson Housing: Residential Consolidation South Dublin Development Plan 2016 - 2022 H17 Objective 4: To promote and encourage residential uses on the upper floors of appropriate buildings located in Town, District, Local and Village Centres within the County save for public houses and nightclubs and other inappropriate places where similar business is conducted. Due to the ongoing housing crisis employers are finding it impossible to recruit skilled workers into the county because of a complete lack of accommodation and more importantly affordability in the county. Therefore the proposed motion is that the current objective H17 Objective 4: be expanded to included 'residential accommodation onsite in commercial or industrial settings in full compliance with building, fire, health & safety regulations'

REPORT:

This motion seeks to expand on H17 Objective 4 of the 2016 – 2022 Development Plan by including 'residential accommodation onsite in commercial or industrial settings in full compliance with building, fire, health & safety regulations'. The motion outlines the reason for this is because of the ongoing housing crisis employers are finding it impossible to recruit skilled workers into the county because of a complete lack of accommodation and more importantly affordability in the county.

The content of the motion is noted. From the outset, the referenced objective forms part of the Draft Plan and is set out under H13 Objective 4 which states ‘To promote and encourage ‘Living-Over-The-Shop’ residential uses on the upper floors of appropriate buildings located in Town, District, Local and Village Centres within the County save for public houses and nightclubs and other inappropriate places where similar business is conducted.’

Residential accommodation in any form within South Dublin County must comply with the standards set out under Chapter 6 Housing supported by Chapter 13 Implementation and Housing. The nature of living onsite in commercial or industrial settings is considered inappropriate and must not be promoted. To this end, residential is not permitted on ‘EE’ or ‘RW’ zoned land also applying to sites and their context which are of industrial/commercial nature.

To include residential use within EE lands which would be part of the effect of the motion would be to erode the land available for industrial or commercial use and to increase the lands for residential use.  The objective appropriately supports residential in commercial areas zoned for mixed use. The REGEN zoning allows for mixed use and therefore residential is already provided for in this zoning. There is a sufficient quantum of zoned residential land, including that in mixed use zonings, in the County to meet the target populations beyond 2028.
