Chapter 4 Green Infrastructure To pilot using newly developed asphalt / tarmacadam which is made using non recyclable waste plastic which would have been destined for landfill ( 1 tonne of the mix contains the equivilant of 80000 plastic bottles) in the product when laying new roads or carparks in the county - examples where this has been rolled out successfully A709 Dumfries & Galloway UK / Jeffery's Bay South Africa/ QE2 WaterBridge London / Smizany Forest Slovakia/ Gleneagles Hotel / Narva Road Estonia

REPORT:

The proposed motion seeks a pilot project using newly developed materials for the laying of roadways and carparks. The use of materials which encourage a circular economy is welcomed. However, there is some concern that this particular material may not be appropriate because of the micro plastics that can impact on the wider environment.

 The County Development Plan supports the use of permeable materials through policy and objectives on Sustainable Urban Drainage Systems (SuDS) and it is considered that these policies are sufficient to allow for the detail of materials to be decided at the appropriate time.

 It should be noted that the Development Plan is a strategic County wide document and that a prescribed requirement for the use of such materials is related to detailed road design and not a matter for the County Development Plan.

Recommendation: It is recommended that the motion is not adopted.
