REPORT:
This motion is proposing to insert additional wording into NCBH 1 Objective 3 from:
“To pilot an assessment of the County’s natural and built heritage assets including Council owned protected structures and archaeological features and to identify and safeguard these assets from the potential impacts of climate change”.
To:
“To pilot an assessment of the County’s natural and built heritage assets including Council owned protected structures and archaeological features and to identify and safeguard these assets from the potential impacts of climate change and any other environmental or development impact”.
Climate change has a worldwide application and its implications for now and the future is why its assessment is set out in the overarching policy in this chapter.
The essence of this objective is about assessing the effects of climate change and to include the wording ‘and any other environmental or development impact’ dilutes what this objective is trying to achieve. There are other policies and objectives in the Draft Plan which have been formulated to safeguard natural and built heritage assets from development or other environmental impacts. These are placed throughout the Plan, being a key part of the GI Strategy in Chapter 4, of the Built and Natural Heritage sections of Chapter 3, in Quality Design and Healthy Placemaking in Chapter 4 to name but some of the relevant sections of the Plan where these objectives are.
To include the words ‘and any other environmental or development impact’ would make any pilot assessment so broad as to be not feasible given its already broad remit to assess natural and built heritage assets from the potential impacts of climate change.
Recommendation
It is recommended that this motion is not adopted.
