Page 54, Core Strategy (CS) Policy 7, insert in Objective 4 'with a particular emphasis on public transport infrastructure' after 'phasing requirements'
REPORT:
The motion seeks to amend CS7 Objective 4 by inserting ‘with a particular emphasis on public transport infrastructure’ at the end of the objective. The motion proposes to alter the wording of this objective;
From: To promote and facilitate development at the designated Strategic Development Zones at Adamstown and Clonburris, in accordance with their planning scheme and associated phasing requirements.
To: To promote and facilitate development at the Strategic Development Zones at Adamstown and Clonburris, in accordance with their planning scheme and associated phasing requirements, with a particular emphasis on public transport infrastructure.
Both Planning Schemes have been prepared in the context of their position along a major rail corridor which influences density and scale in close proximity to each respective train station. Planning schemes, under the SDZ, form part of a
development plan but cannot be changed by it – they stand effectively independent of it.
A Planning Scheme has the ability to adapt under a separate SDZ process in the context of prevailing planning policy, standards or strategic transport policy. As such, the text is considered to try to amend the planning scheme already adopted through the development plan process. The objective as it currently stands refers to promoting and facilitating development of the SDZs without seeking to amend, or be perceived to attempt to amend, the phasing of the SDZs. The above wording is therefore not appropriate.

It is recommended that this motion is not adopted.
