MOTION NO. 60

MOTION: Councillor G. O'Connell, Councillor P. Gogarty, Councillor L. O'Toole

Amend CS3 Objective 3 to read: To provide for flexibility in achieving the housing supply targets and meeting housing demand, the Council will consider the re-distribution of housing and population figures within the settlement and Neighbourhood Areas. In this regard, where a site greater than 0.25ha has the potential to exceed the allocation for a particular Neighbourhood Area as set out under Core Strategy Table 10, the applicant shall demonstrate to the Planning Authority that the necessary social and physical infrastructure is in place or can be provided in advance of the application to accommodate the proposed development.

REPORT:  

The motion seeks to amend CS3 Objective 3 by removing ‘as part’ and replacing it with ‘in advance’ in between ‘provided’ and ‘of the application’ The motion proposes a change to this paragraph as follows:

From: To provide for flexibility in achieving the housing supply targets and meeting housing demand, the Council will consider the re-distribution of housing and population figures within the settlement and Neighbourhood Areas. In this regard, where a site greater than 0.25ha has the potential to exceed the allocation for a particular Neighbourhood Area as set out under Core Strategy Table 10, the applicant shall demonstrate to the Planning Authority that the necessary social and physical infrastructure is in place or can be provided as part of the application to accommodate the proposed development.

The Council will monitor the delivery of housing units to ensure general compliance with the Core Strategy and housing supply targets for the County and to inform the redistribution potential outlined above.

The Objective sets out the flexibility for achieving the housing supply targets while ensuring the required social and physical infrastructure is in place to accommodate the development. The word as part recognises that planning applications can include social and physical infrastructure which can then be conditioned at a particular phase of construction or occupation. In this context, it is considered that the text proposed under this motion is not feasible or practically possible, requiring infrastructure to be delivered before an application is received and before it could be known what infrastructure would be required for a future application, and therefore should not be adopted.   

RECOMMENDATION:  It is recommended that this motion is not adopted.
