MOTION: Councillor R. McMahon

That lands at Cheeverstown House, Kilvare, Templeogue Road, Dublin 6W owned by the Cheeverstown charity outlined in red on Map attached of approximately 3.2 hectares in area be rezoned from 'HA' (High Amenity) to RES (Residential) 'to protect and/or improve residential amenity'

REPORT:  

The motion seeks to re-zone 3.2 hectares of 'HA' (High Amenity) to RES (Residential) at Cheeverstown House, Kilvare, Templeogue Road, Dublin 6W owned by the Cheeverstown charity.

The Core Strategy and Settlement Strategy in Chapter 2 sets out population and housing figures which must be consistent with National and Regional Planning policy as required under the Planning and Development Act. South Dublin County is anticipated to grow by 46,518 persons with an identified need for over 17,817 households. Chapter 2 also confirms that the County has enough land for a further 10,470 units (79%) above the net household need and therefore there is no need to re-zone or zone new additional lands over and above those currently set out under the current 2016 County Development Plan.

The lands proposed for rezoning are located within the Dodder Valley, a highly sensitive landscape which is under increasing pressure from different types of development. It is acknowledged that there is an existing non-conforming land use on these lands which have evolved over time as a valuable community support around the original building of Cheeverstown House, a protected structure.

However, in addition to the lack of need for further general residential capacity, to rezone the lands residential would be detrimental to the sensitive landscape of the Dodder Valley and set a highly undesirable precedent for rezoning in this important and valuable green infrastructure corridor.

RECOMMENDATION:  It is recommended that this motion is not adopted.
