Draft ByeLaws - Update on Material Alterations public consultation

REPORT:

Monastery Park / Drive

Following from presentations of the report on the 2020 Public Consultation on the SDCC Draft Control of Parking Bye Laws,  to the Clondalkin November 2020 ACM and the November 2020 LUPT  SPC,  it was agreed that the Council would go to Public Consultation on a proposed Material Alteration to the Draft Parking Bye Laws for Monastery Park/Monastery Drive, Clondalkin (following an earlier submission requesting pay and display at this location received during the initial public consultation).

The proposed material alteration for Monastery Park/Monastery Drive, Clondalkin was published on the Council’s Consultation Portal for a period of three weeks from Thursday 14th January 2021 until Friday 5th February, 2021 inclusive.   It was also advertised in the local newspapers circulating in the area.

Interested parties were encouraged to make observations and/or submissions on the proposed material alterations.

21 submissions were received.   These submissions were primarily from residents of Monastery Park and Drive and all  submissions were overwhelmingly against the introduction of pay and display parking in their estate, including a submission received from the Monastery Estate Residents Association (MERA) who had made a submission during the initial public consultation requesting the introduction of Pay & Display in the estate.

Several submissions received requested double yellow lines and free residents permits. 

It should be noted that under legislation Double Yellow Lines do not permit parking at any time and similarly, residential permits are only provided, for a fee, in areas where Pay and Display parking is enforced.

The Executive is recommending that pay and display NOT be introduced at this location and confirms that  Traffic Section will examine the issues regarding the request for Double Yellow lines and a report in this regard will be brought to an early Traffic Management meeting.

Saggart & Newcastle

Due to an oversight two locations, namely Saggart Village and Newcastle Village  were inadvertently omitted from the Draft ByeLaws 2020 public consultation process.

Preliminary notice of the intention to initiate public consultation on proposed Material Alterations to the draft ByeLaws to include these locations in the new ByeLaws was advised to the Clondalkin Area Committee Meeting in recent days.

Details of the proposals to be published are as follows:

Saggart Village: 

Garter Lane (Also known as Church Road also known as Main Street) from its junction with Mill Road to the western Boundary of St. Mary’s National School.   Tariff A €1 per hour

Newcastle Village :  

Main Street Newcastle from it junction with Newcastle Boulevard via the R120 to its junction with the Peamount Road and then via the R405 to its junction with the Hazelhatch Road.  Tariff A €1 per hour

The consultation will run from Thursday 25th February 2021 to Friday 26th March 2021 inclusive  through the usual mediums ie  South Dublin County Council’s Public Consultation Portal, with public notices to be published in newspapers circulating in the area (local and national).
