Report on Public Consultatation on Material Alteration to Control of Parking Bye Laws 2021 - Monastery Park/Monastery Drive, Clondalkin

Following on from the report as presented to the November 2020 Clondalkin ACM and The November 2020 LUPT SPC on the 2020 Public Consultation on the SDCC Draft Control of Parking Bye Laws,  it was agreed that the Council would go to Public Consultation on a proposed Material Alteration to the Draft Parking Bye Laws for Monastery Park/Monastery Drive, Clondalkin (following an earlier submission requesting pay and display at this location received during the initial public consultation process).

TDetails of the proposed material alteration was published on the Council’s Consultation Portal for a period of three weeks from Thursday 14th January 2021 until Friday 5th February, 2021 inclusive.  It was also advertised in the local newspapers circulating in the area.

Interested parties were encouraged to make observations and/or submissions on the proposed material alterations.

The submissions received were primarily from residents of Monastery Park and Drive. These submissions were overwhelmingly against the introduction of pay and display parking in their estate. It is worth noting that the initial submission received from the Monastery Estate Residents Association (MERA) during the initial public consultation held in 2020 specifically requested such measures, however this request has been reframed in a new submission citing no need for such measures.

A number of the submissions received requested double yellow lines and free residents permits. This is not possible under legislation i.e. Double Yellow Lines do not permit parking at any time.   Similarly, residential permits are only provided, for a fee, in areas where Pay and Display parking is enforced.

 

Executive Recommendation:

The Executive recommends that pay and display NOT be introduced at this location

The Traffic Section will examine the issues regarding the request for Double Yellow lines and a report in this regard will be brought to an early Traffic Management meeting.
