Whitechurch stream scheme update

Whitechurch Stream Flood Alleviation Scheme
Stage 1 - Preliminary Design was completed in July 2020 and the scheme was submitted on August 4th 2020 to An Bord Pleanala (ABP) for planning approval under Section 177AE of the Planning and Development Act 2000 with the public consultation period finishing on September 17th 2020.

On December 21st 2020, notification was received that ABP had granted planning approval with conditions, for the scheme. The ABP decision and the ABP Inspectors Report can be found at http://www.pleanala.ie/casenum/307746.htm
Also, in December 2020 approval was granted by the OPW to proceed to Stage 2b – Detailed Design stage on the scheme. Design works have now commenced on the proposed structural flood defences, trash screens, erosion measures and on the initial landscaping options and are currently scheduled to be completed in Q2 2021.
Following the granting of planning approval and subsequent to the 8 week appeal period set out under the Section 177AE process, it had been recently corresponded that it was the intention to carry out some enabling works at the end of February in St Enda’s Park and on Whitechurch Road, which was to allow the full construction of the scheme to commence in Q3 2021 but on February 10th 2021 notification was received of an appeal on the planning approval which has been made by a local interest group. This appeal has been made as a request for right to appeal by Judicial Review, which is the appeal mechanism under the Section 177AE planning process. This right to appeal, if granted, will delay the commencement of any works.
