QUESTION: Councillor William Joseph Carey
"To ask the Chief Executive what monitoring of fire safety standards and environmental controls are carried out on Waste Treatment Plants within the South Dublin County Council Area?"
REPLY:
There are currently 44 Waste Facility Permit holders in South Dublin County. South Dublin County Council attaches stringent conditions concerning
All WFP's are risk assessed and in accordance with their risk rating numerous announced and un-announced site inspections are carried out throughout the year. During a routine audit each individual condition on the permit is checked for compliance. Any non-compliances are recorded and the permit holder is notified in writing that they have (generally) 14 days to rectify it.
The permit holder is also required to submit an Annual Environmental Return before the 28th February to the National Waste Collection Permit Office (NWCPO), the Local Authority may issue a Fixed Payment Notice to any permit holder that fails to make an annual return.
There are currently 19 sites within South Dublin County holding EPA waste licenses. These EPA enforced licenses cover specified waste activities as listed in the 3rd and 4th Schedule to the Waste Management Act 1996 as ammended
