MOTION 1

MOTION: Cllr. Cathal King

"That this Committee, calls on the Manager to report on the response maintenance document which was recently posted to all Council tenants in the Tallaght area which indicates responsibilities of the Council and tenants in terms of the maintenance of Council housing".

REPORT

The purpose in circulating this document is to ensure that tenants are fully aware of not only the Council's responsibility with regard to the  maintenance of their homes but also of their own responsibilities .

Tenants are made aware of these responsibilities at various stages , for example at pre- tenancy courses and at the time of signing for their house where the Tenancy Agreement sets out in considerable detail the division of responsibilities for house maintenance between them as tenant and the Council.

The document circulated to tenants through the Tenants Newsletter in February 2006 was seen as a timely opportunity to remind our tenants of their important role in maintaining their homes as well as advising of the council's responsibilities which are largely concerned with the structure of the house , electrical safety and safe operation of central heating systems.

It should be noted that the work of Response Maintenance Section is complemented by that of our Housing Projects Section who with Architectural Services Department are responsible for delivery of various programmes which are designed to modernise our housing stock and ensure that tenants live in dwellings of the highest standard.

Set out below are details of some of the activities of Projects Section :_

*  Housing Refurbishment Programme.

*  Installation of Gas Fired Central Heating Programme.

*  External Wall and Attic Insulation Programme.

*  Window Renewal / Upgrade Programme. 

Response Maintenance Section will continue to maintain our housing stock to the highest possible standards while tenants are waiting to avail of those programmes ( not yet complete ) listed above and as set out in the document circulated to all tenants their role in maintaining their own homes is of equal importance.

It is considered extremely important that Housing Response Maintenance Section continues to avail of all opportunities to educate and inform tenants of their obligations and ( entitlements  ) with regard to maintenance issues as by so doing we are all contributing to the proper maintenance of our houses and the comfort and safety of our tenants.
