MOTION NO. 192

MOTION: Councillor M. Johansson

In the section on Sustainable Movement -Walking and Cycling to amend the sentence: "Support the delivery of a comprehensive network for safe cycling over the lifetime of the new plan including the delivery of new projects and the upgrade of the existing network and identify specific projects for delivery where possible." to: "Support the delivery of a comprehensive network for safe cycling over the lifetime of the new plan, with an emphasis on segregated cycle lanes, including the delivery of new projects and the upgrade of the existing network and identify specific projects for delivery where possible."

REPORT:

The proposed additional wording ‘with an emphasis on segregated cycle lanes’ is considered reasonable, subject to the further addition of the text ‘where parameters allow’, such that the revised CE Strategic Policy Recommendation reads: ‘Support the delivery of a comprehensive network for safe cycling over the lifetime of the new plan, with an emphasis on segregated cycle lanes where parameters allow, including the delivery of new projects and the upgrade of the existing network and identify specific projects for delivery where possible.’

Recommendation:  It is recommended that this motion is adopted with amendment such that the revised CE Strategic Policy Recommendation reads:

‘Support the delivery of a comprehensive network for safe cycling over the lifetime of the new plan, with an emphasis on segregated cycle lanes where parameters allow, including the delivery of new projects and the upgrade of the existing network and identify specific projects for delivery where possible.’
