MOTION: Councillor Liam Sinclair
That neighbourhoods are adapted to enable periods of 'stay at home', 'work at home' and safe individual outdoor exercise is designed into all schemes of >50 apartments.
REPORT:
It is considered that the strategic objective set out in Part 3 Page 31 under the heading Economic Development and Employment provides sufficient scope to ensure the plan can review policies and objectives which would facilitate options for working from home or other ways of working outside the main office.
A review of public open space standards will be carried out as part of the plan preparation process. The provision of an objective/motion in relation to the provision of individual outdoor exercise area within all schemes >50 apartments is noted however such provision is considered to be overly specific for this strategic stage of the plan making process and may be more appropriate at the Draft Plan stage.
Recommendation: It is recommended that this motion is adopted with amendment to recognise that it is encompassed under the CE Strategic Recommendation (Part 3) page 31 Economic Development and Employment bullet no. 3 as follows;
‘Ensure flexibility to facilitate existing and future trends in economic development and employment, including identification of appropriate zoning objectives and being supportive of different ways of working whether from home or otherwise’.
