MOTION NO. 193

 

MOTION: Councillor Peter Kavanagh

To include the following as strategic direction for the plan: Sustainable Movement · To promote active travel in all new residential developments by means of ensuring safe walking and cycling facilities in any design submitted for approval

REPORT:

Bullet point 4 of the CE Strategic Recommendations within the Sustainable Movement – Walking and Cycling section of the CE Report states the following: ‘Support the delivery of a comprehensive network for safe cycling over the lifetime of the new plan including the delivery of new projects and the upgrade of the existing networks and identify specific projects for delivery where possible’.

It is considered that this wording should be amended to reflect the issues that the motion seeks to address. The amended Strategic Recommendation would read as follows:

‘Support the delivery of a comprehensive network for safe walking and cycling over the lifetime of the new plan including the delivery of new projects, the delivery of safe active travel modes in new residential development, and the upgrade of the existing network and identify specific projects for delivery where possible’.

Recommendation:  It is recommended that the motion be adopted with amendment: Amend Bullet point 4 of the CE Strategic Recommendations within the Sustainable Movement – Walking and Cycling section of the CE Report to read as follows:

‘Support the delivery of a comprehensive network for safe walking and cycling over the lifetime of the new plan including the delivery of new projects, the delivery of safe active travel modes in new residential development, and the upgrade of the existing network and identify specific projects for delivery where possible’.
