MOTION NO. 44

MOTION: Councillor Alan Edge

That the Planning and Infrastructural Assessment should include the identification of specific existing or pending developments including SHDs in which the minimum infrastructural requirements in are not considered objectively to be met, particularly with regard to public transport and schools, in order to inform the drafting of this plan.

REPORT:

The Planning and Infrastructure Assessment is a requirement under the National Planning Framework – Appendix 3. It is envisaged that the preparation of the Infrastructure Assessment will recognise and include permitted planning permissions, including Strategic Housing Development (SHDs) in terms of population growth and the required infrastructure. The merits of this motion are noted and are implicitly covered under the CE Recommendation ‘Ensure the draft Plan is informed by a planning and infrastructural assessment in line with the provisions of Appendix 3 of the NPF and promote the phasing of new development alongside the delivery of required infrastructure to create sustainable communities'.

Recommendation: It is recommended that this motion is adopted with amendment to the CE Recommendation; 

‘Ensure the draft Plan is informed by a planning and infrastructural assessment in line with the provisions of Appendix 3 of the NPF, taking account of larger extant permissions, and promote the phasing of new development alongside the delivery of required infrastructure to create sustainable communities'.
