QUESTION: Councillor M. Duff
"Could consideration be given to making the Kilnamanagh AFC grounds a "Test Case" for digital signage to be erected at a Community Facility, under licence from SDCC? Revenue generated by Digital Signage at this location could generate much need development funds for the Club and much need revenue for SDCC. If this pilot was successful, other Community facilities could avail of the Strategy and by generating income, reduce the amounts spent by SDCC in Management Assistance grants"
REPLY:
South Dublin County Council (SDCC) has prepared an outdoor advertising strategy as contained in the County Development Plan, which identifies a series of zones, where the principle of outdoor advertising would be considered open for consideration subject to meeting specific criteria. Any proposal at this location would need to satisfy these criteria. Notwithstanding whether the principle of this is acceptable, rather than consider SDCC led proposals on an ad hoc basis at different locations, the feasibility of the Local Authority providing outdoor advertising as a commercial venture may need to be explored, having due regard to matters such as siting and design of digital signage, costs and associated outdoor advertising business models, expected revenue generation, procurement and future advances in digital technology to name but a few. This is something that will need to be further considered by SDCC before any decisions are made on the principle of developing case-test locations for outdoor advertising structures within the county.
