QUESTION: Councillor M. Johansson
To ask the Chief Executive what actions have been taken by the council in relation to a potential heritage centre/area at Shackleton mills in Lucan Village and if there has been any communication with Fingal County Council about this site?
REPLY:
Shackleton Mill is in the administrative area of Fingal County Council and is owned by Fingal County Council. That local authority commissioned a feasibility report, which was undertaken to determine new economically viable uses for Shackleton Mill, was presented to Fingal County Council’s Economic Enterprise and Tourism Development SPC on 18th September 2018.
Three options were identified as follows:
- Enterprise/Visitor Attraction/Café/Retail/Residential
- Arts/Crafts/Visitor Attraction/Café/Retail/Residential
- Residential Apartments (for reasons of privacy and parking, this option did not include café or visitor attraction)
Project costs for each of the options identified was estimated at €30 – €31million (excl VAT) and an economic analysis concluded that a full redevelopment of the site would not provide a commercial return on investment. Fingal County Council has reported that it is not in a position to proceed with this project at this time.
Fingal County Council was awarded grant funding in the amount of €35,000 under the Historic Structures Fund 2019 for the purpose of carrying out of urgent roof repair works on three separate roof areas of Shackleton Mill which is a protected structure. The cost of the works exceeded €91k plus VAT and were completed in 2019.
That Council has also committed to updating the conservation plan for Shackleton Mill and in this regard has issued a tender this month, closing date for submissions being 23rd November 2020.
