QUESTION: Councillor G. O'Connell

To ask the Chief Executive Officer if the (7) new houses at the bottom of Palmerstown Ave can be named and numbered "1 to 7" Palmerstown Ave (There are 6 spare numbers at present so it would be necessary to have a 1 and !A. The proposal to name them "Red Cow" is confusing as there are already Red Cow Cottages the other side of the R148 and it would also create an unnecessary distinction between the current houses on the Ave and these 7 which ae simply a continuation.

REPLY:

The naming and numbering scheme for the development known as Red Cow Farm was carried out as follows:

The developer initially submitted a naming and numbering scheme for Palmerstown Ave . However the proposal submitted was not acceptable to the Council at the time due to the established numbering scheme which was already in place.

The developer submitted a new proposal for Red Cow Farm (which has a strong historical relevance to the area) and this naming and numbering was agreed in February, 2019.

It should be noted that while the names of public/social Housing schemes are generally decided by the Council's Housing Department, when the application for a Naming & Numbering scheme for this development was made to the Council, it was made by a developer in respect of a then private development.    It was only subsequently that it became a social housing development through an Approved Housing Body.

An existing placename can only be changed by way of a formal statutory process via plebiscite.
