QUESTION: Councillor Joanna Tuffy

That the Chief Executive Officer will give an update on the Lucan Village Design Statement. What status does that statement have in terms of planning for Lucan and can it be updated?

REPLY:

A village design statement was prepared by a team of consultants, Manogue Architects and Soltys Brewster Consulting, in 2006 with funding from South Dublin County Council and The Heritage Council. Its purpose was to describe the unique qualities and characteristics of Lucan Village and to provide design guidance for future development. 

The Village Design Statement (VDS) was a non-statutory document. It was included in a list of LAPs and non-statutory documents in the South Dublin County Development Plan 2004-2010 providing supplementary guidance.  There is no reference to it in the current South Dublin Development Plan 2016-2022 and at this stage, fourteen years since the VDS was published, it is considered that it no longer has any planning status. 

Notwithstanding the planning status of the design statement the tender brief currently advertised for appointment of a multi-disciplinary team led by landscape architects for public realm improvement works at the Village Green, Liffey bridge access and new steps, the promenade and Lucan Demesne require the consultants to review the Lucan Village design statement as part of the literature and policy review to facilitate an understanding of the background and context for the project.
