MOTION NO. 11

MOTION: Councillor L. O'Toole

Dublin Urban Rivers LIFE Project

This committee requests that the Chief Executive provide an update of this project, what works have been carried out to date. Residents have highlighted to me that there was awareness of this project and the funding given to the council, however they have been no evidence of works along the Griffeen river.

REPORT:

To recap, the Dublin Urban Rivers LIFE is a collaborative environmental project between South Dublin County Council and Dun Laoghaire-Rathdown County Council and is part funded by the EU LIFE Programme. The main aims of the Dublin Urban Rivers LIFE project are as follows:

1.Find misconnections at houses. Door-to-door house assessments are soon to commence in the River Griffeen catchment in South Dublin County and the Carrickmines Stream catchment in Dun Laoghaire-Rathdown County.

2.Build five Integrated Constructed Wetlands (ICW) in public parks/spaces (SDCC area only) to purify stormwater. Technical and environmental information gathered, and it is the Project’s intention to proceed to Part 8 planning permission and the Project will be advancing to pre-consultation soon for those sites that are considered,

3.Analyse development zones for ICW build potential in the future,

4.Prepare a suite of domestic misconnection awareness and prevention information,

5.Model and improve domestic misconnection detection rates using computer mapping systems,

6.Create a Decision Support Tool (DST) for the purpose of disseminating the objectives and outcomes of the project to a wider European audience.

The Dublin Urban Rivers LIFE project has completed most of the initial desk-based assessment and planning work for points 1 and 2, and points 3 to 5 are in different stages of development.

In Summary, the next six months will see the Project make Part 8 planning applications to build 4 ICWs in our parks, commence door-to-door misconnection assessments of houses in the River Griffeen catchment in the SDCC area and in the Carrickmines Stream catchment in DLRCC area, engage in a public information campaign and install information signs in the relevant parks.
