MOTION NO. 15
MOTION: Councillor P. Gogarty
That this Council - acknowledging the mixed response to parklets so far in Lucan village from businesses and the need for some residents with mobility issues who need car access to essential services but also noting that traffic levels are back up and there is an increasing desire by citizens for a calmer, more accessible and visitor-friendly village area for shoppers, walkers and cyclists, as opposed to through traffic - reports on current traffic count data to date and undertakes to organise a major study on the feasibility of radical and far-reaching proposals in relation to traffic flows in the village area, including one-way systems, with a view to bringing them to public consultation at an early stage given the ongoing deterioration of the village setting and the need to improve the quality of experience for everyone in the area.
REPORT:
Yes, SDCC acknowledge that there has been mixed views on the Social Distancing Measures (Parklet and Bollards) introduced into Lucan Village.
SDCC accept that people with mobility issues need to have good access to services.
SDCC recognise the benefits of opening public dialogue on the regeneration of the public space that makes up Lucan Village. Phase 1 of this might be limited to the area from the Liffey Bridge roundabout to the Village Green.
Phase 2 might add Chapel Hill and Lucan Road so as to complete the Triangle of roads.
At present SDCC are carrying out traffic counts at the above locations as well as undertaking noise monitoring along Main Street.
If the Motion is carried, SDCC wil have a Consultant prepare a preliminary layout plan for presentation to the Members as a Headed Item prior to embarking on the formal Public Consultation process.
