QUESTION: Councillor F. Timmons

"To ask the Chief Executive to issue a report into The RIC Barracks [Riverside] on Old Nangor Road is fast becoming derelict. How is South Dublin County Council proposing to address this issue? What can be done before it is to late?

REPLY:

Several detailed replies, reports and updates have been provided to date to the Clondalkin ACM by the Council's Architectural Conservation Officer. As you may already know that several attempts to serve notices on the owner or gain authorised access to the property to facilitate a proper inspection by the Enforcement Section, Planning and Environmental Services, Derelict sites have been exhausted as the owner is in absentia.

At the time of the last site inspection during January 2020 there were no signs of any immediate damage to the structure and the site remains secure. Environmental Services confirmed that under the recommendations of the County Architect the derelict sites file was closed, and no further notices have been issued to the absentee owner since last October 2017 by Derelicts Sites.

A request was submitted to Active Land Use, Planning Dept. to request that the site be assessed to determine if the former RIC Barracks (Riverside House, RPS Ref. 136)) can be added to the Vacant Sites Registry, the assessment is pending. The property remains in private ownership and therefore it is not the remit of the local authority to determine a use for the property or to carry out any works.

The Councils Architectural Conservation Officer will discuss further options with the Planning Enforcement Section and will recommend that a Warning Letter be re-issued in a further attempt to locate the current owner and serve the Warning Letter.
