QUESTION: Councillor K. Warren 

"To ask the Manager to clarify if a cul de sac exists between Deselby Park and The Belfry, and given the presence of a fence across the existing road, and the terms of the original planning application for The Belfry, if he could clarify if this temporary cul de sac will be allowed to remain in place, and what action, if any, the Council is taking to declare the road open, and if he will make a statement on the matter?" 

REPLY:

Planning permission was granted in 2002 for a residential development consisting of 745 units of accommodation on a site at the junction of Blessington and City West Roads. The main entrance to the development lies off  City West Road with secondary access points onto De Selby and Rathmintin Estates. (Register Reference S02A/0044 refers).

The original plans for this development showed access through De Selby Estate at three points – through road 7 to the local distributor road to the north of De Selby Estate and through roads 14 and 15 to De Selby Park. The Council’s Roads Department are not satisfied with access through De Selby Park and asked that the connection between roads 14 and 15 and the rest of the Belfry Estate be removed. There has been no suggestion by the developer to discontinue the proposed access from road 7 to the local distributor road to the north of De Selby Estate.

This development is still under construction and no request to have the roads and services taken in charge has been received. Enforcement action in relation to the opening of the connecting road would be premature at this stage.
