MOTION NO. 6

MOTION: Councillor Shane Moynihan

That this Area Committee calls on the Chief Executive to take the cumulative negative effect of the two proposed developments on Kennelsfort Road (one of which is under consideration by An Bord Pleanála and the other being adjudicated on by the SDCC Planning Department) into account when making the planning decision and/or planning submission to An Bord Pleanála. 

REPORT:

The subject motion is asking the Chief Executive to conclude, and therefore prejudge the ongoing planning assessments, that the cumulative effect of the two proposed developments is negative and to take that into account when making the planning decision and/or the planning submission to ABP.

In terms of the Stage 3 SHD application on Kennelsfort Road that is currently before An Bord Pleanála, SDCC will be assessing the proposal against planning policy and guidance and will have regard to the pattern of development in the area. However, it should be noted that SDCC is not the statutory decision maker and as such is limited to highlighting key planning issues within the report. With regard to the proposed development for a hotel on the opposite side of Kennelsfort Road, which is being adjudicated by the SDCC Planning Department, the Planning Department have had regard to the pattern of development within the area that the application site is located in and have assessed the proposal against current planning policy and guidance.

In sumamry, it is advised that the Planning Authority will be assessing each planning application on their merits, including having regard to the pattern of development in the area, visual amenity, the policy context and a wide range of other relevant planning considerations.
