QUESTION: Councillor C. O'Connor

To ask the Chief Executive to update the Council on his plans to develop Affordable Housing Schemes in the County; will he confirm the level of interest which he has received in respect of the matter and will he make a statement.

REPLY:

Elected Members will be aware of previous updates in relation to the potential for housing developments to include affordable housing on Council owned sites in Kilcarbery, Killinarden, Clonburris SDZ, Belgard Square North & Rathcoole.  Provisional approval has been granted to the Council by the Department of Housing, Planning and Local Government under the Serviced Sites Fund to support the provision of key infrastructure to accelerate delivery of affordable housing at Killinarden, Clonburris SDZ & Rathcoole.

Preparations continue for the development of the Kilcarbery joint-venture project comprising 50 designated affordable homes linked to LIHAF funding within the overall development of 1,034 homes.  Notwithstanding Covid-19 related delays to the project, it is anticipated that work could commence on site in the coming months.

Updates on proposals for the development of Killinarden (including 300 affordable purchase homes in a mixed tenure development totalling 500 homes) and Clonburris SDZ (Phase 1-comprising approximately 180 affordable rental/purchase homes in a development of approximately 270 social and affordable homes) were brought to the two most recent Council meetings and detailed work on progressing those two projects through to planning approval stage is ongoing.

Updates on plans for affordable housing as part of the proposed development of sites at Belgard Square North & Rathcoole will be brought to the Council in the coming months.

The Affordable Homes portal launched by the Council in late 2019 sought expressions of interest and self-declared assessments of potential eligibility for affordable housing purchase at Clonburris, Killinarden and Rathcoole.  To date, over 2,600 responses have been received with respondents asked to declare their order of preference for some or all of the three sites with expressions of interest as follows:
