QUESTION NO. 26

QUESTION: Councillor Shane Moynihan

To ask the Chief Executive for a report on the decision to open the gate between Palmerstown Woods and Milford Manor, and what consultation took place with regard to this decision.  

REPLY:

The Milford Manor development was permitted under Planning Reference SD15A/0192 at a location address of Clondalkin Commercial Park, Cloverhill Road, Dublin 22. The description included:

‘Demolition of all existing buildings on site, the construction of 65 residential units comprising of 7 Type A 3 bed units, 14 Type B 3 bed terraced units, 11 Type C 3 bed terraced units, 1 Type D 4 bed unit, 3 Type E 3 bed units and 4 Type F 4 bed detached units, all 2 storey in height; 5 no. 3 bed Duplex houses ( Type G/G1), 5 no. 2 bed Duplex houses ( Type J/J1), 4 no. 1 bed apartments and 6 no. 2 bed duplex apartments and a ground floor retail unit 125.8sq.m in 3 blocks 3 and 4 storey in height. The development includes a new access road from Cloverhill Road, surface parking (106 spaces), open spaces, bicycle and refuse stores, ancillary site works, landscaping, boundary treatment and services.’

It is noted that Condition No.2 of the permission states:

(a) The pedestrian accesses to the development shown on drawing number 15-002.PL.1.003 shall not be gated. These include the footpath connecting with the adjacent Palmerstown Woods estate; the footpath onto Cloverhill Road running between Blocks 2 and 3; the footpaths along Milford Manor Avenue; and footpaths to connect to future development land to the west.

(b) The boundary wall/railing fronting Cloverhill Road shall not exceed 1.2m in height.

(c) The boundary wall/railing fronting the proposed new link road to the west of the entrance to the estate shall be omitted.

REASON: In order to promote permeability for pedestrians and in the interest of the proper planning and sustainable development of the area.
