That the Chief Executive commit to using CCTV and other technology as appropriate to identify and prosecute offenders responsible for the illegal dumping and burning of waste in and around the old scoil Oscar site in Lucan.

REPORT:
South Dublin County Council Environment Section, in conjunction with the Housing Section, have received numerous reports of dumping and burning of waste on lands adjacent to the illegal encampment on the old Scoil Oscair site, Balgaddy. To assist in the detection of the persons involved in the illegal dumping and burning, Environment and Housing sections has considered the use of CCTV. However, based on previous experiences the use of CCTV was ruled out based on previous experiences, were due to vandalism the cameras became quickly inoperable. Waste Enforcement Officers have inspected the site on numerous occasions following the reported incidences and have included it as part of ongoing monitoring. Waste Enforcement Staff have access to drones, long lens cameras and action cameras, and these technologies have been utilised as the need arises. It should be noted some of the listed equipment were used to capture an incident of illegal dumping at the site in February 2020. Follow up investigations are taking place to confirm the identification of the persons involved to allow for enforcement action in accordance with the Waste Management Act 1996, as amended. The site will continue to be monitored.
