MOTION: Councillor G. O'Connell
That an examination take place on the damage to the Grass Verges/Green Space on a number of locations in Whitethorn Estate and can the Chief Executive advise on options for the parking of vehicles (given the fact of high car ownership due to lack of public transport) in residential areas and if additional space can be carved out from green space for such parking.

REPORT:
Parking on the grass verge is an offence under Section 36(i) of the 1997 road Traffic Regulations as amended by Article 16(m) of the Road Traffic (Traffic and Parking)(Amendment) No. 2 Regulations 2012 and as such is enforceable by the Gardaí. The Council has no powers in this regard.
There is adequate public transport in this area. It is the Council's Policy to encourage modal shift in travel methods through the use of public transport, walking and cycling. The removal of public open space to facilitate parking would be contrary to this policy.
