QUESTION NO. 8

QUESTION: Councillor William Joseph Carey

"Can the Council offer a report on what appears to be the completed state of the boundary wall around St. Cuthbert's Park with a view to answering the following questions:

  1. Outline reasons for break in continuity of the new stone wall.
  2. Are there by-laws in place that restrict the erection of this wall along the border. What legislation informs these by-laws?
  3. Can the council offer a definition of the difference between a high level kerb 4/500mm and a stone wall of approximately 900mm?"

REPLY:

The walls have been erected within proximity of the housing project where there is no safety issue with the high voltage overhead cables. Safe distances are set out by the ESB from international practice for safe hights / distances from overhead cables, with due regard to voltage, and the possibility of arcing from the cable. The ESB were consulted on the St. Cuthbert's project, and in the interest of safety, their recommendations have been implemented. Existing kerb height have been maintained where wall construction is considered to cause a risk.

The difference between the kerb height and wall height is approximately 600mm. That height, if used as a platform under the exclusion zone around the cables is sufficient to increase the risk of arcing beyond a safe level.
