QUESTION: Councillor Alan Hayes

To ask the chief executive to provide a report of any discussions over the past year between the Council and the owners of the Vincent Byrne site in Palmerstown.

REPLY:

Permission was granted in May 2010 by An Bord Pleanala under Register Reference SD09A/0021 for a mixed-use development on the former Vinny Byrne site. This permission was later extended until 20th May 2020.

An application for residential development under the Strategic Housing Development (SHD) process was refused by An Bord Pleanala on the 17th December 2018.

During 2019 the applicants have engaged with the Planning Authority under section 247 (pre-planning) of the Planning and Development Acts for a revised SHD planning application seeking to overcome the previous reasons for refusal. A tripartite meeting was held with An Bord Pleanála, Stage 2 of the SHD process, on the 11th December 2019.

Following the issuing of an Opinion by the Board on the 9th January 2020 it is now a matter for the applicant as to whether or not they lodge a planning application to An Bord Pleanála through the SHD process. The Planning Authority has had no further discussion with the applicant.
