QUESTION NO. 16

QUESTION: Councillor William Joseph Carey

"Can the Council outline the process including timescale for works undertaken in Saggart Village aimed at improving the streetscape and road surface. Questions have arisen about the site management of this project and the level of disruption caused to local business. Have Council considered the need to offer a derogation of rates by way of acknowledging the difficulties that these necessary works have caused.

Can the Council agree to meet with the representatives of the business owners that have been impacted by the disruption with a view to offering realistic assistance?"

REPLY:

SDCC has an adopted programme of Village Renewal Schemes across the County which intends to enhance existing villages to provide more attractive environments for businesses, visitors and residents alike. Work started on the Saggart Village renewal scheme on 10th June 2019. Up until late November the focus of the work was on the opposite side of Church Road to the Centra shop and included upgrades to the existing footpath and Plaza. There were also works along Mill Lane to upgrade the footpath and to resurface the road and improve space around Jacobs pub.  

On 4th December the contractor started work on upgrading the footpath and parking bays outside the Centra shop and the neighbouring retail units. These works were completed by 18th December 2019. During the works around the shop, pedestrian access was retained at all times from both the East and West. The 3 public on-street car parking bays outside the shop were closed for a total of 10 days (4th to 6th and again from 10th to 18th Dec. 2019).

There is one final piece of work left to be completed, which is to resurface the main road carriageway. This will take approximately 3 to 4 days and should be completed by mid March (weather dependent).

Throughout the course of this village renewal scheme SDCC staff have been in frequent contact with all of the traders in Saggart, during the tender exercise to procure the contractor, again before the contractor started on-site, and then regularly during the upgrade works. A number of leaflets were distributed to businesses and local people to give all people plenty of notice of upcoming works. 

Separate to the village renewal scheme urgent repair works were needed to the drainage and foul pipes that run along Mill Lane and these works took place between January and April 2019. 

We acknowledge that there has been disruption in the village as a result of the Saggart Village renewal scheme and the urgent repair works on Mill Lane.

I understand that a representative from the Local Enterprise Office has been out to talk to the Centra owner.
