MOTION NO. 21

MOTION: Councillor P. Gogarty

That the Council facilitates the provision of a bottle bank at a suitable location to service people living in Hillcrest, Dodsboro, The Paddocks, Shackleton, Woodview, Woodview Heights and Airlie Heights, with a preference for the Tesco shopping centre if this is possible; and if a statement can be made on the matter.

REPORT:

The Council's community recycling strategy aims to increase the availability of recycling bring bank facilities to members of the public through the installation of additional facilities where these are required, however it has proven to be very difficult to obtain new sites in recent years.  In general, where a potential site is in Council ownership there is housing in close proximity and invariably the local residents do not want these facilities on their doorstep.  Where privately owned sites have been identified by the Council as suitable it has not been possible to obtain the permission of the owner to provide a facility on their lands.  Considerable efforts have been made in recent years to provide new bring bank sites in the Clondalkin area for example, however of a total of 12 potential sites identified as suitable by the Council none have proceeded.

The site at Tesco Doddsboro has been examined and is considered suitable for the provision of such a facility however it would likely involve the loss of a number of parking spaces.  The Council's Environment Section will make contact with the shopping centre management about this proposal in the new year.  The provision of a bring bank facility in the proposed Tandy's Lane Park has also been included at the planning stage, and this will service the eastern part of the Adamstown SDZ development.   A request has also been made for provision of a site for bring banks in the proposed Airlie Park.
