QUESTION: Councillor Alan Edge
To ask the Chief Executive whether an EPA report has been prepared regarding an application by DSPCA for retention of a reed bed / pond which flows via an unnamed stream into the Owendore and thence the Dodder.
REPLY:
Retention permission was granted to DSPCA under register reference SD19A/0156 at Mount Venus Road, Rathfarnham for a four cell integrated constructed wetland and dual septic tank for the treatment of wastewater and wash waters associated with the premises including associated wildlife pond, wetland and landscaped areas located to the south of the premises.; discharge of treated waters from the system to an unnamed stream, a tributary of the Owendoher River.
Following a request for additional information, the Water Pollution Section of the Council was satisfied that sufficient information had been provided to assess the application and no specific conditions were required to be included in the permission. It was indicated in the Environmental Officer’s report that the Water Pollution Section would examine the need for a Trade Effluent Discharge to Waters Licence under the Local Government (Water Pollution) Act 1977 separately should planning permission be granted.
