MOTION NO. 4

MOTION: Councillor P. Gogarty

That the Chief Executive examines the usage and layout of the park in Ballyowen Lane (as well as the open space to the rear of neighbouring Foxford estate), with a view to making each area more user-friendly and safer in the wake of ongoing reports about antisocial behaviour and drug dealing at this location, and to survey residents of Foxford, Foxford Court, Ballyowen Square, Cluain Ri, Liffey Valley Park (adjoining roads), Ballyowen Halting Site, Drom na Coille and Ballyowen Hall to see what optimal solutions can be found.

REPORT:

A number of works were progressed at Cluain Rí Park in recent years, which addressed issues around the previously consistent and intensive fly-tipping and dumping. These works included thinning the woodland, pruning and thinning along the boundary and the installation of a boundary fence along the Ballyowen Lane side of Cluain Rí Park. While these problems still exist, they are at a much-reduced rate.

Cluain Rí Park on Ballyowen Lane lacks passive surveillance and a through route, which would encourage activity into the parkland. An examination of the usage and layout of the park and the open space at Foxford estate will be undertaken with a view to making the area more user friendly. Contact will be made with residents’ associations in the area to ascertain their views. Any works identified would be subject to the identification of the necessary resources and funding.

In the meantime, where residents are experiencing/witnessing anti-social activities or drug dealing, they are advised to report such incidents to the Gardaí who have the powers to enforce the law under the various Criminal Justice and Public Order Acts.
