CATHAOIRLEACH'S BUSINESS

That this Area Committee calls for the completion of the soundproofing and cladding work performed on the R136 adjacent to the Foxborough Estate, so that is in line with the side adjacent to the Moy Glas and Castle Riada estates and consistent with that adjacent to the Abbeywood estates.

REPORT:

Environmental Noise is Ireland is dealt with under the European Noise Directive. South Dublin County Council is a Noise Mapping Body under this legislation and Environmental Health has completed our latest noise mapping of the county, as part of the overall Dublin Agglomeration Noise Action Plan 2018 - 2023.

This Noise Action Plan has been prepared in accordance with the requirements of the Environmental Noise Regulations 2006. These Regulations give effect to the EU Directive 2002/49/EC relating to the assessment and management of environmental noise.

In line with the previous noise action plan, the following are the target values for desirable low and undesirable high sound levels in the Noise Action Plan 2018-2023:

Undesirable High Sound levels

> 55 dB(A) Lnight

> 70 dB(A) Lday

There is a permanent noise monitoring station located in Moy Glas Way. This station is unfortunately down currently but we are hoping that works will be carried out in the coming weeks and up to date noise monitoring will recommence in the coming weeks. This will provide us with noise monitoring data for the area in real time.

Previous noise monitoring data from the unit in 2017 showed that the noise levels obtained were below the undesirable high sound levels detailed above. Once the noise monitor is operational again the levels will be monitored and where warranted measures such as barriers may be recommended to the roads department.

The Environmental Health Team would need specific addresses to assess the locations and current control measures. The proposal for noise barriers may not be wanted by all households in an area and must be considered in line with the noise readings obtained. Residents can contacted the EHT to discuss the issue and assess their location in relation to the noise monitor.
