QUESTION: Councillor K. Mahon
Can the Chief Executive provide a report to Councillors on the numbers of directly employed staff in the Council by department, year on year, from 2008 - 2017.
REPLY:
Below is the total head count from 2008 to 2017 based on the returns issued to the Department of Housing, Planning and Local Govenrment. These returns are based on the number employed on the 31st December in each year. It should be noted that significant savings were achieved across the sector through the implementation of measures identified in the Local Government Efficieny Review Report of 2010 in the intervening period through the development of more efficient operating systems and measures, leading to an overall reduction in staff numbers of 25% across the sector between 2010 and 2014. The new model of workforce planning that includes an engagement process with both management and the trade unions is a more flexible and holistic process of identifying future human resource requirements to achieve our corporate objectives. Despite our continous recruitment campaigns South Dublin County Council has not been able to fill all positions identified within that workforce plan, again a similar experience across the public sector which has been the case since the lifting of the public sector recruitment embargo and the growth in the Irish economy to now full employment.
