QUESTION: Councillor F. Timmons

"To ask the Chief Executive to consider investigating the purchase of the Steering Wheel car park for the development of a multi-story car park as a means of addressing the lack of car parking in the village as per County Development Plan and also to comment on how it might be delivered long term?"

REPLY:

There are no specific policies or objectives that isolate Clondalkin from general county wide car-parking policies and objectives, the underlying strategic approach in the County Development Plan is to promote a transition to a more sustainable modal split.

The Steering Wheel premises is located on the Main Street in Clondalkin and is zoned ‘Village Centre’ with an objective to protect, improve and provide for the future development of the Village Centre. Under this zoning, the County Development Plan promotes mixed use development (CDP UC3 Obj 7). The CDP also promotes the re-use and regeneration of derelict lands and buildings for appropriate centre uses (commercial/civic/residential), including upper floors and backlands (UC3 Obj 6).

In terms of car-parking specifically, this area would be classified as Zone 2 in terms of car parking assessment for planning applications, by virtue of accessibility to high frequency public transport. Zone 2 provides for a more restrictive maximum car parking spaces for proposed development.  In general terms, it is envisaged that significant new car parking in Clondalkin should only be provided as part of mixed use redevelopment schemes on key sites in the village. In this regard, the Planning Authority would not be seeking the delivery of high-density car-parking at this location and instead would favour a mixed use scheme, which promotes higher density living accommodation and supports cycling, walking and the use of public transport.

As such, the Council do not intend to pursue the purchase of the Steering Wheel car park.
