MOTION: Councillor B. Bonner

"That this Area Committee agrees that a site should be found in one of the parks in the CLondalkin LEA for a community composting facility."

REPORT:

In order for this request to be considered, further details are required. These details should include but not be limited to the following; the user group, type of material that will be composted, anticipated quantities of material, size of area required, how will the site be secured and managed etc. 

It should also be noted that facilities which accept waste in general require authorisation from either the EPA or the relevant local authority, and in the case of a community composting facility in a public park it is most likely that the authorisation would have to come from the EPA.  The Council's Parks Department operated a green waste acceptance facility for a number of years in the Lucan area which eventually closed at the end of 2009.  At that time a licence to operate the facility had been obtained from the EPA however, the conditions attached to the permission were extremely difficult to comply with and this contributed to the decision to close the facility and surrender the licence at the time.  It was also felt that the provision of a door to door organic waste collection to all households in the County in 2009/2010 meant that the need for a green waste acceptance facility had greatly reduced as a result.
