Further to an earlier Motion regarding the request to carry out car park audit in the Paddocks, that this Area Committee seeks clarification on which policy was used to carry out this audit. The findings of the car park audit created confusion with residents in the area. It appears to be the case that the findings are not in line with the original SDZ plans and this needs to be further examined.
REPORT:
The audit of parking spaces carried out in November 2018 confirmed that there are a total of 252 dwellings in the Paddocks (i.e. Phase 1), with a total of 358 parking spaces including 70 underground spaces. It was also noted that the underground spaces are under-utilised.
For the avoidance of doubt, the car parking standards applied in the granting of permission for the development were those contained in the Adamstown SDZ Planning Scheme 2003 (Table 2.13). It is noted in the Planning Scheme that these are maximum standards (paragraph 2.4.35). Furthermore, it is stated that the minimum residential car parking standard is an average of 1 space per dwelling (paragraph 2.4.36). The provision of 358 car parking spaces for the 252 units in The Paddocks (Phase 1) results in an average provision of 1.42 spaces per unit.
It should also be noted that the car parking standards in the updated Adamstown SDZ Planning Scheme 2014 are the same as in the original 2003 Scheme and that parking standards in the South Dublin County Development Plan 2016-2022 are the same as the Adamstown Planning Schemes for houses, but lower for apartments (i.e. less parking required). In all three documents, parking standards are maximum requirements.
