MOTION: Councillor L. O'Toole
That this Area Committee requests the Chief Executive to advise which Approved Housing Bodies are in place in Adamstown area. To advise what criteria is in place with the AHB and if these criteria are designed by SDCC or the individual AHB.
REPORT:
There is currently two Approved Housing Bodies who both own and manage social housing units in agreement with South Dublin County Council. Clúid Housing and Túath Housing Associations operate in the Adamstown area in accordance with agreements set out by the Council. The Council has 100% nomination rights on these properties from the Council's Housing Waiting List and the rents charged are in accordance with the Council's differential rents scheme. The Council engage regularly with the relevant AHBs in respect of the management and maintenance of these schemes. There is a Communications Development Protocol between Local Authorities and Approved Housing Bodies for Social Housing Provision which was adopted by the four Dublin Local Authorities. This Protocol came into operation in 2016 and was reviewed in May 2018. The Protocol was developed to ensure an effective management procedure for the delivery of social housing in the Dublin region. The purpose of the Protocol was also to provide a transparent, fair and administratively streamlined process through which the Council will engage with Approved Housing Bodies. The four areas of delivery covered under the Protocol are -
1. Schemes on LA/State owned land.
2. AHB led schemes involving partnering with private developers.
3. Schemes with Part V units.
4. Schemes on AHB owned (or acquired) land.
