Scholarstown Road and Orlagh Roundabout Works

Scholarstown Road Improvements scheme
The scheme aims to improve the public realm by providing upgraded footpaths, shared pedestrian & cycle space, improved drainage measures, additional landscaping, improved signage and new signalized crossing locations on the approaches to the Orlagh Grove roundabout. Providing improvements along the length of Scholarstown Road that is heavily used by school pupils attributed to several primary and secondary schools located in the vicinity of the proposed scheme.

It is the aim of such schemes to help provide infrastructure that encourages alternative modes of transport to the private car.
The works are now substantially complete and a certificate has been issued to the contractor. Some minor works and snagging will be ongoing for a further short period. Whilst the works were planned to be completed before Christmas, there was a delay due to poor weather conditions. The surfacing material is required to be laid in dry weather to retain strength and durability. Traffic conditions will then be monitored to determine the effect of the roundabout modifications on the traffic conditions. Traffic surveys have been arranged and will also be conducted in the near future.
On foot of representations made by Members at the January Area Committee Meeting (ACM), the National Transport Authority (NTA) has agreed to attend the March ACM, when it is anticipated that the post completion traffic surveys and data will be available.
The Tender value of the scheme was approximately €860,000 (Plus VAT) and the expected outturn cost of the scheme will be approximately €1,169,000 (Plus VAT).
The contract started in early July 2018 and was due for completion at the end of November 2018.
Additional time was required to carry out the additional works, which arose for a number of reasons and from various sources – including requests from the NTA, ESB, Bord Gáis and Residents. The contract provides for the provision of additional time, without penalty to the contractor to carry out such works and for delays caused by unfavourable weather conditions.
This additional time brought the completion date up to the beginning of February, when the certificate of substantial completion was issued.
