MOTION: Councillor D. O'Donovan
"That this Area Committee asks the Chief Executive to present a report on when the decision was made to reduce the lanes on the Orlagh Roundabout from two lanes to one lane as this was not highlighted in the original plans put out to public consultation. Also, to outline what the original budget was for the project, when the original completion date was and if there were any penalties for the overrun."
REPORT:
The plans for the Scholarstown improvement works were subject to a Section 38 application (Road Traffic Act 1994) and were initially advertised in the Tallaght Echo on the 1st June, 2017. Fourteen submission were received following this consultation process and each of these items were detailed, with associated responses, in the report as presented to the Rathfarnham Local Area Committee at a meeting held on the 12th September 2017. It should be noted that a Section 38 application and plan should not be considered to be detailed or a final design and is subject to change to take account of the various submissions, safety audits and detailed design consideration. Following approval at this meeting by the Area Committee, the scheme was then progressed to the detailed design stage.
As part of this detailed design a stage 2 safety audit was carried out and this highlighted a number of concerns in relation to the proposed layout. The design of the scheme was altered to take account of this issued and to provide a safe and usable scheme for pedestrians (particularly small children), drivers and cyclists.
The Tender value of the scheme was approximately €860,000 (Plus VAT) and the expected outturn cost of the scheme will be approximately €1,169,000 (Plus VAT).
The contract started in early July 2018 and was due for completion at the end of November 2018.
There was no penalities as an extension of time to complete the works was granted due to additional works that were requested.
