MOTION NO. 9

MOTION: Councillor L. Dunne

"That this Area Committee calls on the Chief Executive to immediately put a plan in place to tackle the ongoing extreme issues of illegal dumping in Mac Uilliam Estate and to give a report on what actions will be taken to deal with the above issue."

REPORT:

"It is acknowledged that there appears to have been an escalation of illegal dumping in this area and all reported incidents of illegal dumping in this area (and others) are investigated.

One Fixed Penalty Notice has issued following a recent inspection of the dumped material and investigations are also ongoing in relation to potential breaches of the recently made Bye-laws in relation to Segregation, Storage, and Presentation of Household and Commercial Waste, as well as potential breaches of tenancy agreements. A Tenancy Warning has also been issued against one tenant for accumulated rubbish on the premises.  

Public Realm maintenance crews have generally in the past visited MacUilliam Estate on a weekly basis to carry out clean ups and remove illegally dumped material.  In recent times the staff have been threatened by some local youths and this led to staff withdrawing from the area for a period of time.  The matter was reported to local Gardai who have now assisted the Council in recent days in carrying out a clean-up of the estate. 

Public Realm staff also carry out weekly inspections of the playground and MUGA areas.  These have been substantially damaged by vandalism in recent months and proposals and quotations are currently being sought for repair and replacement of damaged equipment.  Indications to date suggest that the cost of necessary repairs and replacement of equipment will exceed €40,000.  The Council’s CCTV contractor has recently submitted a quotation in excess of €25,000 for repair and replacement of CCTV equipment at this location which has been vandalised over a period of time."
