Responses/Updates on Matters Raised relating to Balgaddy
Part 8 Design/Community Facilities
- Design of Proposed Part 8 – while the design for the homes presented to members is accepted in principle, revised drawings will show a specific location on Tor an Ri Walk for a dedicated Balgaddy neighbourhood centre on the corner of one of the apartment blocks. This will reduce the number of homes proposed to approx. 65 and provide local meeting rooms, space for supports and group activities specifically for Balgaddy residents.
- There is a large area of open space adjacent to the proposed development– a decision on this area needs further consideration and additional public realm design input but could feature MUGA/pitch(es)/allotments while other suggestions from local Elected Members, community groups, local residents will also be considered but any such proposals will require strong local engagement and commitment of interaction/participation to support and protect them if provided.
- There is further land to the south-west with potential for additional homes (approx. 40 units) in a phase 2 of development to eliminate unused open space without passive surveillance
- HSCD will consult local community groups and explore management, staffing and funding options for the neighbourhood centre with a view to including necessary provision in 2020 revenue budget
Housing Maintenance
- Tenants whose homes are suffering with exceptional maintenance issues will be facilitated with transfers to alternative accommodation and the homes will be thoroughly assessed and necessary remedial action will be taken to return these homes to appropriate standard. (It is anticipated that this will only apply to a limited number of tenants and transfers will be to the next available suitable property; any significant rent arrears must be addressed by way of an agreement on repayments);
- The area will be prioritised for planned housing maintenance programmes in 2019;
- General maintenance response issues cited by residents will be reviewed and addressed.
Estate Management
Enhanced Estate Management and Anti-Social behaviour measures will be taken including:
- Allocations/Transfers will be subject to heightened regard for principles of good estate management and the existing profile of residents;
- Renewed and enhanced efforts will be undertaken to co-ordinate and consolidate a local residents’ representatives group;
- Targeted investigation of anti-social behaviour will be supported by feasibility study on optimum location of additional CCTV;
- Improved maintenance and upkeep of apartment communal areas (by HSCD) and public realm ( by EWC) will be addressed immediately including waste and litter management; maintenance and painting of communal areas; fixing of buzzers, letter boxes, shared area windows and doors;
- A community arts project will be delivered to coincide with this new approach to Estate Management;
- Enforcement of Waste Management Byelaws in the area will follow an awareness campaign that is scheduled to commence in January 2019.
- Public Realm will examine teenage play space/ review existing playground in conjunction with the Garda Crime Prevention through Environmental Design team. Again, these initiatives would require local engagement and commitment of interaction/participation to provide support and protect such amenities if they are provided.
Other
- A permeability project (footpath for children accessing school on Thomas Omer Road) will be examined;
- Merits of Interagency Forum to be discussed further with full membership of the Area Committee;
- Quarterly reports on the above issues to be circulated to Area Committee.
