QUESTION: Councillor F. Timmons
"To ask the Chief Executive for a report into two local structures 1) RIC Barracks and 2) St Joseph's Graveyard and where South Dublin County Council is at with both and what is planned for the future for both and how they can be preserved?"
REPLY:
RIC Barracks – As the members of the Clondalkin ACM are aware there has been extensive and detailed reports and updates on this property to date. A detailed reply was also issued to Cllr Timmons directly from the Councils Architectural Conservation Officer on the 28th August 2018. Any attempt to serve notices on the owner or gain authorised access to the property to facilitate a proper inspection by the Enforcement Section, Planning and Environmental Services, Derelict sites have been exhausted as the owner is in absentia.
The current situation is that an external inspection of the property was recently carried and at the time the property was secure and there were no signs of immediate or substantial damage to the property. The situation hasn’t changed in that there are no signs that the issues previously highlighted have exacerbated in any way. There are no signs of any immediate damage to the roof and the site remains secure. Environmental Services confirmed that in January this year under the recommendations of the County Architect the file was closed and no further notices have been issued to the absentee owner since last October 2017 by Derelicts Sites.
A request was submitted to Active Land Use, Planning Dept. to request that the site be assessed to determine if the former RIC Barracks (Riverside House, RPS Ref. 136)) can be added to the Vacant Sites Registry, the assessment is pending. The property remains in private ownership.
St. Joseph’s Graveyard – As you may already be aware conservation and repair works were completed on site by Kelland homes during 2017 to safeguard and secure the existing protected structure (Mount St. Joseph’s Graveyard, RPS Ref. 427) and walls as part of the agreement with SDCC. This work was agreed by the Councils Architectural Conservation Officer and Senior Executive Parks Superintendent, Public Realm.
It is our understanding that the conservation works completed are satisfactory and that no other works to the protected structure are required at this time. All outstanding items with Kelland Homes have been signed off and Public Realm are now maintaining the area.
