QUESTION: Councillor F. Timmons
"To ask the Chief Executive for a full and detailed report on the RIC Barracks site and to address the following questions in the report. Has the site been assessed and being added to the Vacant Sites Register? If not why not? What happens after being added to the register? Can the owner be phoned and South Dublin County Council request assess and a meeting at the site between SDCC officials and the owners?"
REPLY:
The Vacant Site Register is part of a process which identifies sites within SDCC on housing or regeneration lands suitable for homes but not, as yet, coming forward for development. Vacant sites which meet the relevant criteria will be subject to a detailed assessment involving correspondence with the landowner(s) at various stages throughout the process.
Following a detailed assessment process, if a site is placed on the Vacant Site Register, a levy shall be payable in arrears each year beginning in 2019 by the owner of the vacant site that is entered on the register on 1 January of that year. The levy shall be payable on a demand being made by the authority and shall be calculated at 3% of the market value of the site.
Riverside House (the Former RIC Barracks) is under consideration for the Vacant Site Register. In accordance with the Planning and Development Act 2000-2018, all notices must be served to the registered owner of the site. There has been difficultly in ascertaining the owner of the site to date and SDCC is presently exploring all avenues on this matter.
